Mandatory Packaging Reporting: Are You Obligated to Report?

If your company has annual turnover above S$10 million and you import, manufacture, or sell packaged goods in Singapore, you likely need to report your packaging data to NEA every year.

Key dates
- In effect since: July 2020, under the Resource Sustainability Act.
- Annual deadline: 31 March, covering the previous calendar year's packaging data.
Who it affects
- SMEs: Brand owners, manufacturers, importers, and large retailers above the S$10 million turnover threshold.
- F&B operators: If you're a large chain above the threshold that brands or imports its own packaged products, this may apply. Most independent hawker stalls and small outlets are not affected.
- Residents: No direct action, but this is the groundwork behind future EPR expansion for packaging.
What you need to do
- SMEs above the threshold: Register with NEA, submit an annual data report broken down by material (plastic, paper, metal, glass) and at least one 3R plan, via the Waste & Resource Management System (WRMS) portal.
- Everyone else: No action required, but worth tracking if your turnover is approaching S$10 million.
